These terms explain how we work with you, what you can expect from us, and what we expect from you. By using our website or booking our services, you agree to these terms. Please read them alongside our Privacy Policy.

1. Who we are

PCO Driver Hub is the Taxi and Private Hire division of London Paragon College Limited ("we", "us", "our"), a company registered in England and Wales under company number 08158751, of 300 High Street, Swarn House, Acton, London, W3 9BJ.

2. We are not TfL

Important. We are an independent training and application-support provider. We are not Transport for London, the DVLA, the DBS or any government body, and we are not acting on their behalf.

We cannot grant, refuse or influence a licensing decision. Only TfL decides whether to issue your licence. We cannot guarantee that your application will succeed, or that you will pass any assessment.

You can apply for a TfL private hire driver licence yourself, directly and without using our services. Our service is optional support to make that process easier.

4. Information on this website

The eligibility checker and cost calculator on this website are guidance tools only. They give an estimate based on the answers you give, and they are not a decision, a promise, or professional advice.

Official fees are set by TfL, the DBS and your GP, and can change at any time. Medical fees vary between GPs. Always confirm current requirements and fees on tfl.gov.uk before you pay anything.

We keep the information on this website as accurate and up to date as we reasonably can, but we do not warrant that it is complete or error-free.

5. Fees and payment

Our fees are separate from the official fees you pay to TfL, the DBS and your GP. We will tell you our fee in writing before you commit to anything, and we will not charge you more than the agreed amount without your agreement.

Payment terms will be confirmed when you book. Official fees payable to third parties are your responsibility and are not refundable by us.

6. Your right to cancel

If you book our services online, by phone or by message (rather than in person at our office), you normally have the right to cancel within 14 days of booking and receive a refund. This is your right under the Consumer Contracts Regulations 2013.

One important exception. If you ask us to start work during that 14-day period and we complete the service before the 14 days are up, you lose the right to cancel. If we have started but not finished, you may be charged for the work already done.

To cancel, just tell us in writing by email or WhatsApp. We will refund you within 14 days of receiving your cancellation, using the same payment method you used.

Cancellation fee

Outside the 14-day period described above — or where that right does not apply, for example because you booked in person at our office — a 10% cancellation fee applies. We will refund what you have paid, less 10%, to cover the administration already carried out on your booking.

The same applies if you have paid for an appointment or training session and are unable to attend, and ask for a refund.

Official fees already paid to TfL, the DBS or your GP are set by those bodies and cannot be refunded by us.

If we need to cancel or rearrange an appointment, we will give you as much notice as we can and offer you an alternative time or a full refund. No cancellation fee applies when the change is ours.

7. What we need from you

To do our job properly, we need you to:

If you give us information that is wrong or incomplete, or you leave something out, your application may be delayed or refused. We are not responsible for that outcome, and our fees remain payable.

8. Training materials

Any training materials, mock tests, notes or resources we give you are for your personal use only. You must not copy, share, resell or publish them. All intellectual property in our materials and this website stays with us.

Where you buy access to online mock tests, that access is personal to you. Sharing login details is not permitted and may result in access being withdrawn without refund.

9. Our responsibility to you

We will carry out our services with reasonable care and skill, as required by the Consumer Rights Act 2015.

We are responsible for loss you suffer that is a foreseeable result of us breaking these terms or failing to use reasonable care and skill. We are not responsible for loss that is not foreseeable, or for:

Except where the law does not allow it, our total liability to you is limited to the amount you have paid us for the service concerned.

Nothing in these terms limits our liability for death or personal injury caused by our negligence, for fraud, or for anything else that cannot be limited by law. Your legal rights as a consumer are not affected.

10. Ending the agreement

You can stop using our services at any time. If you have paid for work we have not yet done, we will refund that part, less any reasonable costs we have already incurred.

We may stop working with you if you do not pay, if you give us false information, if you ask us to do something dishonest or unlawful, or if you behave abusively towards our staff. If we do, we may keep fees covering work already done.

11. Complaints

If something goes wrong, please tell us as soon as possible so we can put it right. Contact us using the details in section 1. We aim to acknowledge complaints within 7 working days and resolve them within 20 working days.

12. Changes to these terms

We may update these terms from time to time. The version that applies to you is the one published when you booked. The current version will always be on this page.

13. Governing law

These terms are governed by the law of England and Wales, and any dispute will be dealt with by the courts of England and Wales.
